Why You Can’t Buy ZYN at a
Convenience Store in Canada Anymore

By ThePouchVault Team  ·  Updated July 2026  ·  6 min read
If you walked into a 7-Eleven or Petro-Canada in 2023 you could buy ZYN. Try that today and you’ll find nothing — or at best a bewildered clerk. ZYN, VELO, White Fox, Pablo and virtually every other nicotine pouch brand you’ve heard of disappeared from Canadian convenience stores in August 2024. Here’s exactly what happened, why, and — most importantly — where you can actually buy them now.

What Happened in August 2024

On August 1, 2024, then Health Minister Mark Holland issued a ministerial order under the Food and Drugs Act that fundamentally changed how nicotine pouches could be sold in Canada. The order did three things simultaneously:

1. Restricted retail sales to pharmacies only. Any nicotine pouch authorized as a Natural Health Product — the regulatory category that covers low-dose pouches — could only be sold in a pharmacy or under pharmacist supervision. Convenience stores, gas stations, corner stores, grocery stores, and vape shops were all out.

2. Limited flavours to mint and menthol only. The full range of fruit, tobacco, and specialty flavours that made pouches popular was eliminated for any Health Canada authorized product. Cinnamon, citrus, wintergreen, coffee, peach — all gone from the authorized market.

3. Introduced new labelling and advertising restrictions. Stricter packaging requirements and tighter controls on how and where pouches could be marketed to the public.

The key detail most people miss: ZYN is not a Health Canada authorized Natural Health Product. It was never approved through Health Canada’s NHP pathway. This means ZYN couldn’t comply with the ministerial order even if it wanted to — and it cannot be sold in Canadian pharmacies. The only pouch available in Canadian pharmacies is Zonnic, made by Imperial Tobacco, which had received NHP approval in 2023.

Before and After — What Actually Changed

✓ Before August 2024
What was available
  • ZYN, VELO, and other brands in convenience stores
  • Full flavour range — citrus, cinnamon, fruit, tobacco
  • Multiple strength options at retail
  • No pharmacy requirement
  • Age verification at point of sale
  • Accessible in major cities and rural areas
✗ After August 2024
What happened
  • All brands except Zonnic removed from retail
  • Flavours restricted to mint and menthol only at pharmacy
  • Zonnic only — one brand, limited options
  • Pharmacy-only for authorized products
  • ZYN and most major brands unavailable in physical retail entirely
  • Online purchasing becomes the primary channel for most users

Why Did Health Canada Do This?

The official rationale centred on youth access and recreational use. Health Canada’s position was that nicotine pouches, marketed as Natural Health Products for smoking cessation, were increasingly being used recreationally by young people who had never smoked — defeating the purpose of approving them as cessation tools in the first place.

The concern wasn’t unfounded. New data from the Ontario Tobacco Research Unit released in June 2026 found that 34.8% of Canadians aged 17–27 had tried nicotine pouches — up from 7.6% in 2022. Public health groups argued this warranted keeping restrictions in place. Industry and Conservative politicians argued the same data proved restrictions had failed to limit youth access while creating unnecessary barriers for adult smokers.

The pharmacy channel was chosen because it maintains professional oversight — a pharmacist is theoretically positioned to ensure the product is being used for its intended purpose (smoking cessation) rather than recreational nicotine use. In practice, Canadian pharmacies stock Zonnic behind the counter with minimal interaction between pharmacist and customer beyond the sale itself.

Where Can You Actually Buy ZYN in Canada Today?

🌐
Online — Canadian nicotine pouch retailers
✓ Best option — full selection, competitive pricing

The primary legal channel for ZYN and all other major pouch brands in Canada. Several Canadian online retailers carry ZYN alongside White Fox, Zolt, Pablo, Clew and more, with tracked Canada Post delivery coast to coast. Age verification at checkout. Adults 19+ only.

💊
Canadian Pharmacy — Zonnic only
→ Limited — one brand, mint/menthol only

Zonnic by Imperial Tobacco is the only Health Canada authorized nicotine pouch available in Canadian pharmacies. Available in mint and menthol flavours only. If you specifically want ZYN, VELO, White Fox or any other brand, pharmacies cannot help you — Zonnic is the only option in this channel.

🏪
Convenience stores / gas stations
✗ Not available — removed August 2024

No nicotine pouches are legally available at convenience stores or gas stations in Canada following the 2024 ministerial order. If you see pouches at a convenience store in Canada, they are not authorized for sale through that channel under current regulations.

🇺🇸
Bringing pouches from the US
→ Personal quantities — declare at customs

Canadians crossing the border can bring personal quantities of nicotine pouches back from the US, where ZYN is widely available at gas stations and convenience stores. Declare them at CBSA. For practical purposes, ordering online from a Canadian retailer is simpler, faster, and doesn’t require a border crossing.

Will ZYN Ever Return to Canadian Convenience Stores?

This is the question driving the “Free the ZYN” political campaign. The honest answer is: possibly, but not soon. The current federal government has given no indication it plans to reverse the 2024 ministerial order. Conservative MPs and Alberta’s Premier Danielle Smith have been vocal in pushing for change, but political pressure alone hasn’t moved the dial.

What could change the situation: a formal Health Canada review of the ministerial order — which becomes more likely given the FDA’s Modified Risk authorization for ZYN in the US, ongoing political pressure, and the new usage data that cuts both ways depending on how you interpret it. But even an optimistic reading of the timeline puts any regulatory change well into 2027 at the earliest.

For now, online is the fastest, most convenient, and most selection-rich way to buy ZYN in Canada — full flavour range, in-stock inventory, tracked delivery, and no need to drive somewhere that may or may not have your preferred strength in stock.

Frequently Asked Questions

Why was ZYN removed from convenience stores in Canada?

In August 2024, Health Canada issued a ministerial order restricting all nicotine pouch sales to pharmacies, citing concerns about youth access and recreational use by non-smokers. ZYN was never Health Canada approved as a Natural Health Product, so it cannot be sold in Canadian pharmacies either — making it unavailable in all physical retail channels in Canada.

Is ZYN banned in Canada?

No — ZYN is not banned in Canada. Adults can legally purchase and use ZYN. It simply cannot be sold through physical retail channels under current regulations. Online purchase from a Canadian retailer is the legal way to buy ZYN in Canada today.

What is the only nicotine pouch available in Canadian pharmacies?

Zonnic, made by Imperial Tobacco Canada, is the only Health Canada authorized nicotine pouch brand available in Canadian pharmacies. It comes in mint and menthol flavours only. All other brands — ZYN, VELO, White Fox, Pablo, Clew, Zolt — are not available in Canadian pharmacies.

Where is the best place to buy ZYN in Canada?

Online through Canadian nicotine pouch retailers is the most practical option — full flavour selection, tracked Canada Post delivery, and age verification at checkout. Adults 19+ only (18+ in Alberta).

Can I bring ZYN back from the US to Canada?

Yes — personal quantities of nicotine pouches can be brought across the Canadian border from the US. Declare them at CBSA on your customs form. For regular supply, ordering online from a Canadian retailer is more practical than relying on border crossings.
